Letter from Africa: Why Nigeria needs multi-lingual soldiers

In our series of letters from African journalists, the editor-in-chief of Nigeria's Daily Trust newspaper, Mannir Dan Ali, says instead of shouting to be heard, Nigerian soldiers have been told to learn more languages.
The new regulation came in characteristic military fashion, giving soldiers a window of one year to learn to speak Nigeria's three main languages.
It did not specify whether those unable to do so by November 2018 would lose their jobs.
The languages in question - Hausa, Igbo and Yoruba - represent the three dominant communities in the country, but that still leaves out a large number of Nigerians from the country's several hundred other ethnic groups.
Army spokesman Brigadier General Sani Usman Kukasheka has since clarified that soldiers need only learn the basics, but those with a certified level of proficiency will get bonuses.

He explained that the idea was to help soldiers to carry out their duties more effectively and earn the trust of the communities in which they were deployed.
If the initiative succeeds, Nigerians will be in for a shock when they hear greetings - such as "sannu" in Hausa, "ekason" in Yoruba or "kedu" in Igbo - from those in military fatigues.
Most Nigerians keep their distance from soldiers, who are mostly heavy handed and unfriendly to those they refer to derogatorily as "bloody civilians".

Unifying force

Nonetheless, the Nigerian military is seen as one of the most nationalistic and unifying institutions in the country - with many of its personnel in cross-cultural marriages because of their postings.

A soldier will have served in all parts of Nigeria - Africa's most populous country - during the course of his or her career.
For those with a gift for languages, it is an opportunity to learn in the areas they are deployed or from colleagues from other regions.
English is the formal language of the military and government - and even with the new requirement, will remain the official language.
But in the years after independence in 1960, there were more northerners at junior levels of the army, meaning that Hausa, the lingua franca of the north, was often used to aid communication between the lower ranks and officers.
Pidgin English is also commonly used among soldiers from different areas especially in the famous "mammy markets" in barracks, where the soldiers go to unwind away from the drudgery of parade grounds or operation zones.

Language of Boko Haram?

The new language policy appears to stem from the challenges the military is currently encountering as it continues to be called upon to assist the police in handling law-and-order situations.
Soldiers are deployed in more than 30 of Nigeria's 36 states in one internal security operation or another.
The military's crackdown on Islamist insurgents in the north-east has brought with it new challenges - mainly those of non-conventional warfare but linguistic too.
However, Kanuri - the dominant language of Boko Haram militants - is not among the languages soldiers are now required to learn.
This is despite the eight-year insurgency, in which some 20,000 people have been killed, being far from over.
Likewise, Ijaw - widely spoken in the restive oil-producing Niger Delta area of southern Nigeria - is not compulsory.
The Delta militant groups, who say they are fighting for a greater share of the resources for local communities, still occasionally attack pipelines and are behind numerous kidnappings for ransom.

Critics of the new measure also say that it may be counter-productive to lay emphasis on learning more languages when the army should focus more on training, strategy and tactics to actually contain these problems.
They suggest that a few talented translators may do a better job during interrogations and intelligence-gathering - instead of every soldier with a gun.
Nigeria's lower house of parliament - the house of representatives - has already stepped into the matter.
It has asked the army chief to stop the implementation of the new policy, saying it is discriminatory and harmful to the cohesion of the army.
The MPs said that as Nigeria is home to about 400 languages, compelling speakers of other languages to learn the three major ones would be unfair - and gave some an undue advantage.
This controversy may prompt the army to mind what innovations it implements in future as tries to grapple with the challenge of supporting the police to keep everyone safe in the country.
But as it stands, the military chief is unlikely to be saying sorry for this policy - in any language.

A South African prison official killed herself after compromising photos of her being intimate with a prison inmate leaked on the internet.
South Africa’s News24 reports the incident happened on Monday.
The official worked at the Losperfontein Correctional Centre in Brits, South Africa.
The Department of Correctional Services is “shocked and grieved” at her suicide.
A team of counsellors is in the facility to provide support to personnel in the wake of the suicide.
The Department’s regional manager, Mandla Mkabela, has condemned the deceased official’s conduct.
“We want to convey our condolences to the family and colleagues of the deceased official,” said Mkabela.
“This is disturbing and strictly prohibited,” Mkabela said.

He also advised President Muhammadu Buhari never to extend the military show of force to the Southsouth and the Southwest through Operation Crocodile Smile as earlier planned, saying Nigeria is no longer under military rule.
Omokri who made this known in a statement, said the military is not meant to fight criminality within a nation, adding that they are trained to fight a nation's external enemies.
He said at the press briefing, Minister of information alleged that opposition is sponsoring the Indigenous People of Biafra (IPOB), saying the fact that he (Lai Mohammed) mentioned that Nnamdi Kanu preached Nigerian unity during the administration of former President Goodluck Jonathan is another clear indication that he (Lai Mohammed) still believe in propaganda.
Omokri challenged Lai Mohammed to identify the opposition sponsoring IPOB, arrest and prosecute them, if truly he (Lai Mohammed) is convinced that the opposition is behind the agitation.
The post reads; "the insinuations in the press conference given by Minister of Information, Alhaji Lai Mohammed, on Sunday the 17th of September 2017, accusing the opposition of sponsoring the Indigenous People of Biafra, IPOB, and the fact that he mentioned that Nnamdi Kanu preached Nigerian unity during the administration of former President Goodluck Jonathan is another clear indication that the present administration has not left propaganda mode for proper agenda mode two and a half year into their tenure."
Omokri also said the reaction of a principal member of APC and the Senate President, Senator Bukola Saraki which faulted the activities of the federal government on the proscription of IPOB, vindicates his claims.
"Ever since Lai Mohammed made his ill advised statement, a principal member of the All Progressive Congress government and the Senate President, Senator Bukola Saraki, had come out to say that the actions in the Southeast are troubling and some of it are unconstitutional. Is he also sponsoring IPOB too?
"It is our suspicion that Lai Mohammed is talking from history seeing as he criticized the Jonathan government for banning Boko Haram in a statement he released on June 10, 2013, even though the Jonathan government had gone through due process before proscribing that murderous sect.
"Let me say again to Lai Mohammed, the time for propaganda is gone. The time for blaming Dr. Goodluck Jonathan for all the unfulfilled promises of the APC government is over. Nigerians are no longer buying it," he said

Group backs Buhari on anti-graft war, others
A group known as Credible Nigerians has expressed support for President Muhammadu Buhari's administration's war against corruption.
The group's president, Krobuten Iyalla, said they also supported the president's fight against the insurgency in the northeast and the economic sabotage in the Niger Delta.
Iyalla called on purveyors of hate speeches and division to support the call for restructuring which, according to him, will make the country remain one entity.
He said: “We, the Credible Nigeria, do hereby state categorically that we:re solidly in support of President Muhammadu Buhari’s administration in the fight against all ills in the Nigerian society. We say no to the division of our great country Nigeria.
“We also believe in the unity and progress of our country and we also wish to use this medium to call on all those propagating hate speeches to stop the act and embrace restructuring of our beloved country Nigeria. In one Nigeria we stand.”

Mr Taidi Jonathan, former Chairman of the Nigeria Bar Association (NBA), Niger, on Thursday said it was now the right time to restructure the  country for a true federalism.
Taidi told the News Agency of Nigeria ( NAN) in Minna that President Buhari should not ignore the calls for the exercise and threats from certain groups to evict Nigerians from parts of the country.
He said from the statistics released recently, Lagos State, which contributed over 70 per cent of VAT earnings, received a partly sum from the federation account.
” Restructuring Nigeria now means that a state such as Kebbi will further maximise its potentials in rice farming while others with similar arable land will wake up from their slumber,” he said.
Jonathan called on Nigerians to support the political commitment of the present administration in the ongoing fight against corruption.
He described corruption as a major factor responsible for the nation’s set beck.
” Our future generations will not forgive us if we fail to lay a concrete foundation that will end corrupt practices in our midst.” ( NAN)

The leadership of the Peoples Democratic Party (PDP) on Thursday, August 24, stormed the homes of two former governors in Oyo state to woo them to return to the party.
The national chairman of its caretaker committee, Ahmed Makarfi, led other top members to the meeting with the two former governors, Rasheed Ladoja, and Christopher Alao-Akala, who left the PDP long ago.
The two of them have now said they would consider the invitations extended to them by the party.
The PDP members persuaded Ladoja and other members of his Accord Party to consider returning to the party.
Makarfi also changed his earlier stand that returnees to the PDP will not be given any special place in the party.
Some of those at the meeting included: former Governor Gbenga Daniel of Ogun, Prof Jerry Gana; former minister Jumoke Akinjide, former Senator Abdul Ningi; Eddy Olafeso; Bunmi Jenyo; Ojo Williams; Nureni Adisa; Segun Ayodele Fanibe; and Tunde Dawood-Akerele.
Speaking at the event, Premium Times reports Makarfi as saying: “Presently, Nigeria is at a crossroads with issues of security, joblessness and instead of going forward we are regressing backward.
“And we believed that a party with a national spread should henceforth be operating and allowing level praying ground which the present leadership of the party stands for.
“We are here to take you back to where you rightly belong. We want you to be with us so we can start together from the Ward, LG to state levels.
“Our national convention is slated for December and we want you to be part of us as one big family.”
On his part, Ladoja said he left the PDP because of injustice. He added: “It is only in the party that serving governors were arbitrarily removed.
“Fayose of Ekiti state was removed, my humble self was removed in Oyo State; Chris Ngige of Anambra state was removed in a party that was supposed to protect us.
“When my colleagues Sen Femi Lanlehin came to me that, Oga, this is the time for you to come in; I said I needed assurances from them.
“Because, parties have a way of easing out those they do not want.
“But by your presence here, I know you are here for a serious business and we would communicate our resolution to you soonest.
“In 2003, PDP had thirty-one Assembly members out of thirty-two. You can see the difference,” said Ladoja.
“In Lagos state where APC is very strong, we have a House of Representatives’ member representing Mushin federal constituency in the person of Hon Kako Are and in the last Local Government election in Lagos state, we won in three wards.”
NAIJ.com recently reported that the National Caretaker Committee of the PDPsaid it was making progress in implementing the resolutions of the party’s national convention on August 12.
Ahmed Makarfi, who is the national chairman of the committee, said it at a meeting with PDP stakeholders from Kwara on Tuesday, August 22.

The Minister of Science and Technology, Dr Ogbonnaya Onu, has said crude oil lost its relevance in the international because of innovations in science and technology.
Dr Onu, who disclosed this Thursday in Abuja at a world press conference, also said the new world order that is unfolding indicate that the end of the crude oil era may not be too far away.
 “Indeed, many countries in Europe and some other parts of the industrialized world are moving in a direction which suggests that in the near future, the demand for crude oil will reduce significantly”, he said.
He added that Nigeria must prepare adequately and quickly too, for the challenges which such the situation would create for her economy, especially when it is realized that she is dependent on crude oil as the mainstay of her economy.
He said: “It is, therefore, with this in mind that the Federal Ministry of Science and Technology has initiated bold and visionary new policies that will help move our economy in the direction of diversification such that when the demand for crude oil drops in the global market, we can absorb the shock and avoid experiencing the trauma of recession which has always adversely affected our economy.   We must start now, not later, to prepare for a post crude oil era.  This is important, not just for us, but for our children.”
According to him, the administration of President Muhammadu Buhari as vowed to use science and technology as the centerpiece for realizing the national economic recovery and growth plan 2017 – 2020.
This means that science, technology and innovation is the new driver that will help diversify the nation’s economy, create jobs, reduce poverty, conquer illiteracy and significantly improve the standard of living of Nigerians, he said.

The Federal Executive Council has approved the contract for the rehabilitation of Ajaokuta- Itakpe rail line.
Information Minister Lai Mohammed told State House reporters that the contract was awarded to Messr CCECC Nigeria Ltd for $122.62m inclusive of all taxes at the prevailing CBN exchange rate of one dollar to N305 with a completion period of 15 months.
He explained that the contract involved track laying, permanent way works and ancillary facilities area and completion of 12 railway stations.
According to him, when completed, the project will facilitate access to the seaport for the evacuation of goods.
He said the FEC also approved another memo presented by Transportation Minister Rotimi Amaechi for the concession of the Nigeria’s narrow gauge railway system.
This, according to him, is to issue a letter of comfort to General Electric so that by October, there will be full utilization of Lagos-Kano and Port Harcourt - Calabar – Maiduguri lines.
The minister said the council also approved the variation cost for the construction of one 150 MVA 330/133 KVA transformer at Birnin Kebbi and the reinforcement of a sub-station in Kumbutso, Kano, for the transmission company of Nigeria

71 years without toilets: School, community battle diseases

The Pilot Science Primary School, Kwall is said to be one of the best and oldest government-owned primary schools in the entire Irigwe chiefdom of Bassa Local Government Area of Plateau State. It was established in 1946. 
 However, 71 years after it was established without a toilet facility, pupils and teachers of the school have created alternative ways of answering nature’s call. Students and staff find succour in using nearby bushes.
 Kwall is located about  50km  from Jos city,  and the school, which is situated in the Klancha area of the town, is positioned three to four kilometres off Kwall junction, along a bumpy untarred road. 
 There are two major spots the pupils use for open defecation: a bushy area behind the school building, known as ‘garden’ and another spot behind the rocks that surround a huge baobab tree.
 Few meters from the baobab tree oozes a stench that makes it uncomfortable to stay in that area. 
 There is a tree behind the slope, and members of the community told Daily Trust on Sunday that during the rainy season, the rains wash down all the filth into a water canal behind the tree that serves as the main source of water for people and animals in the community.
 Our correspondent who visited Kwall gathered that a 2010 renovation of the school had made it the pride of most parents in the area. Nevertheless, not a single block had been set aside for the construction of toilets. 
 When contacted about the issue last week, the executive chairman of the Plateau State Universal Basic Education Board (SUBEB), Prof. Mathew Sule, who assumed office in 2015, said the school had never complained about lack of toilet facilities. He directed the education secretary in the area to collaborate with the Parents-Teachers Association (PTA) to construct a toilet for the school immediately.
 The process of constructing a pit toilet has, however, commenced; and it is expected to be completed before the pupils resume in September.
 The situation in the school reflects the condition of many others in the state, especially in the hinterland.  This supports a 2016 report by WaterAid Nigeria, which placed the country as the third most unclean in the world. The report put Nigeria’s population without access to safe, private toilets at a staggering 71per cent (over 130 million people), with 25per cent (over 46 million) practising open defecation.
 Our correspondent observed that a lot of houses in the Klancha area did not have toilets, and that male and female adults walk freely into the bush to defecate in the open. 
 Hon. Simon Kudu, who represents Irigwe/Rukuba constituency in the Plateau State House of Assembly, told our correspondent that open defecation was not peculiar to the Klancha community. He, however, said the practice was a major challenge in almost all the rural communities in the area. The chairman, House Committee on Health, said he had worked as a sanitary inspector in the Klancha Community Clinic in the 1990s, during which he arrested and prosecuted many offenders.
 Kudu expressed regret that communities expect government to take up individual responsibilities, saying, “The government cannot construct toilets in their homes. We can only advise government to construct a public toilet for them. The law on public health is there, anyone constructing a house must make provisions for toilets.  
“The clinic is still there and they have sanitary inspectors, so it is their responsibility to go from house to house, enlighten them and give them an ultimatum. At the expiration of the ultimatum they should prosecute each house that has no toilet.” 
Daily Trust on Sunday learned that fears of diseases are high due to uncontrolled open defecation and the absence of potable water. Senior pupils of the Pilot Science School and members of the community fetch water from the canal and use without boiling it. During the rainy season, water from uncovered wells compliment the canal, but the wells dry up anytime from November.
It was, however, observed that the community has an electronic borehole around the market square, but according to residents, it does not have the capacity to pump water to the school. The borehole is always a beehive of activities as residents queue to fetch water, forcing school children and other residents to rely more on the canal.
 The over 600 pupils from Klancha and neighbouring villages of Zarama, Chinke, Nuhwie and Ta’ana either bring water from home or resort to drinking from the canal. 
 Speaking with our correspondent, an Anglican priest and resident of the community, The Rev Paul Abdul, said that water from the wells was not safe for drinking. 
 He said apart from the fact that the wells were not properly covered and are threatened by various environmental factors, the heavy deposits of tin in the area, of ten discovered in the process of digging the wells, could affect the safety of the water.
 “We also run a private school in the community, and the common illnesses among our children are worms and typhoid. We ran tests and discovered that the problem is with the water. And this is a school that relies on water from the well, not even the canal,” he said.
 Asked why the community finds it difficult to boil their water before consumption, Rev Abdul said, “Inasmuch as it is important to boil water, and we try to educate them, it is challenging because for the people, their major source of cooking material is the firewood, which is now scarce.
“Most people will ask how long they would boil water before drinking it. So it is quite challenging to get the people to boil their water here.” 
Mr. Abirina Abinkenene, who lives in the Klancha area and has made several attempts to get government’s attention to the school through radio programmes, noted that animals do not only drink from the canal but residents wash and bath in it.
 “This is the same canal where residents and pupils drink from. Residents of the community have been suffering from diarrhoea and typhoid diseases. Government must not wait for an epidemic to break out before taking the necessary action,’’ Abinkenene said. 
 The 2016 report of WaterAid also estimated that every year, 45,000 children under the age of five die because of diarrhoea, mainly due to unsafe water and unhygienic environment. Like many communities in the hinterlands that lack safe water and toilets facilities, the story of Klancha is not different.
 Also speaking with our correspondent, a teacher in the school who did not want his name mentioned said, “We have no choice. I have never known this school to have a toilet. I also attended this school.” He said the students frequently suffered from diarrhoea, worms and typhoid.  
To solve the sanitation and security issues in the community, a chairman was elected. The chairman, Nggwe Weyi, who was represented by Moses Tibe Kyeme when our correspondent visited, said a series of meetings had been held to address the issues. He, however, stressed that while some of the issues were the responsibility of the government, others were community-based.
“Most times, when you call the attention of the community, they too will lead you to another place where you cannot really have a say. The issue of drinking water and toilet for the school is the responsibility of government. What we are able to do is to ensure that the drainages are cleared before the rainy season. And we try to keep the herders away from the canal since we also use water from the canal for drinking. The community is aware of the dangers of open defecation. Some believe that if individuals cannot handle it, then government should come in. But really, it is an issue that concerns individuals and the government,” he said. 
As at the time of filing this report, teachers of Pilot Science Primary School confirmed that efforts were being made to construct a pit toilet for the school. But the people of Klancha and neighbouring communities are expected to find ways of addressing the problem of open defecation.

- The group which is demanding for the president to either resume or resign had some new comers join in the protest
Despite collapsing previous day, veteran entertainer Charly Boy and other members of the Concerned Nigerians group have converged at the Unity Fountain, Abuja to continue their #ResumeorResign campaign against President Muhammadu Buhari.
Buhari has been away in London for a medical vacation for over 90 days.
The protest is led by Charly Boy under the''Our Mumu Don Do'' movement alongside social media influencer, Deji Adeyanju, who is the founder of the Concerned Nigeria group.

The protesters are not bothered about the presence of security operatives
Charly Boy's presence at the sit-out protest comes a day after the veteran musician collapsed following tear gas and water cannons thrown at the group by the Nigeria police.
The protest today, Wednesday, August 9, witnessed the presence of Nollywood actor, Jim Iyke and Bring Back our Girls co-founder, Aisha Yeseufu.

The protest is holding under the watchful eyes of security operatives including the troops of Nigeria Army in three military vans.
Nigeria's secret police, the Department of State Security (DSS) van is also stationed at the venue of the protest.

Meanwhile, the Senate has cautioned protesters to stop heating up the polity with its daily sit-out..
In a statement sent to PRESENTIONLOAD by the Senate's spokesman, Aliyu Sabi Abdullahi, he described the agitation of the protesters as an “unreasonable demand.”
The statement said the protesters were only creating unnecessary tension in the countryand seeking to divert the attention of the presidency from the economic and security issues which are being tackled with vigour.

Xenophobia: Nigerian victims in South Africa cry for help

Mr Oluwasegun Oyebanji, the Vice Chairman of Nigeria Union in the province, told the News Agency of Nigeria (NAN) on  telephone that more than 20 Nigerians affected in  the incident in the area were facing hard times.
“ The affected victims in the province are suffering.
“ A woman whose husband was killed during the attack is now  left with four children. The late husband was the bread winner of the family. It has not been easy for her.
“ Another Nigerian whose skin was scarred  is just recovering from the wounds inflicted on him and he needs urgent help.
“ We need assistance from the government,” he said.
He said a Nigeria-based priest had visited some victims and had given  them cash for their upkeep.
Oyebanji  also accused some officials of the consulate of neglecting the victims, saying  those  who visited them after the attack hurriedly left.
According to him, the consulate officials did not wait to listen to the problems of the victims,  especially those who lost  their  passports.
“ As we speak, Nigerians who lost their passports have not been given new ones and they urgently need it to restart life.
“ We appeal to the government to call the consulate officials to order.
“ They should wake up to their responsibilities  and ensure that the welfare of Nigerians is given priority attention,” he said.
But responding to the issues raised by the union, Mr Godwin Adama, the Consul General in South Africa, said the mission had visited the province twice since  the attack.
“ Following the attack on  some Nigerians in the province, we moved in immediately, met with the victims, extended welfare support  to the wife of the Nigerian killed and also met with the South African police,” he said.
Adama also said the mission facilitated the visit of a Nigerian pastor to the victims after the incident.
He said that based on the mission`s advice, Nigerians in the province had initiated  a  mechanism aimed at flushing out criminals in their midst and checking  the  frequent attacks by South Africans.
“ As we speak, the mission has not received any conflicting views or incidents from the area since we intervened,”  he  said. (NAN)
